Biography - Robert Lowery Jr.

Robert Lowery, Jr. is a 25-year law enforcement veteran and former homicide commander. In October of 2005 Lowery was appointed as the City Administrator for the City of O'Fallon, Missouri, one of the largest and fastest growing communities in the State of Missouri and St. Louis region. The City of O’Fallon is a culturally diverse community of 80,000+ residents – the second largest city in the St. Louis, Missouri region and home to many large corporations such as MasterCard, Citi, Schneider Electric, and MEMC. He is directly responsible for nine city departments consisting of 500+ full and part-time employees with a $78 million operatingbudget. The City of O’Fallon was named as one of the “Best Places to Live” by Money Magazine in both 2006 and 2008, and in 2007 named one of the “Top Ten Best Places to Relocate in America” by Relocation Magazine.

Prior to his current position, Lowery served as the Assistant Chief of Police for the City of Florissant Police Department, an internationally accredited agency located in the northern suburbs of the City of St. Louis, Missouri. During his career, he served in all areas of the department including the Uniform Patrol Division, Tactical Operations/Hostage Rescue Team, Detective Division, Professional Standards and Inspections Division. The majority of his career was spent as a detective and commander in the Crimes Against Persons Unit, where he supervised and investigated homicides, serious assaults, and sex crimes.  

 From 1998 until October of 2005, Lowery held the prestigious position of commander of the Greater St. Louis Major Case Squad, one of the oldest and the largest multi-jurisdictional homicide task forces in the United States. The squad is comprised of over 500 detectives and supervisors representing 105 federal, state, and local law enforcement agencies. As commander, Lowery was directly responsible for these personnel and oversees homicide investigations in the entire eleven county St. Louis Metropolitan region, which extends on both sides of the Mississippi River in Missouri and Illinois. Lowery has personally commanded some of the areas most high profiles investigations, including cases of murder-for-hire, sexually motivated homicides (including one that involved a decapitation of a 13 year old girl and another involving the strangulation of two small boys), narcotics and gang related cases, and cases of armed robbery/murder, to name just a few. Formed in 1965, the Greater St. Louis Major Case Squad is nationally and internationally recognized as a model for successful multi-jurisdictional violent crime investigations with an average clearance rate of over 85%. Lowery was only the fifth police administrator to hold the position of commander in the squads’ 40+ years of existence.

He holds both a Bachelor of Arts Degree ("Summa Cum Laude") and a Master of Science Degree from Lindenwood University in Business and Human Resource Management. He is a graduate of many advanced training schools on police management, including the FBI National Academy, Class 177. He served as an adjunct instructor in the Criminal Justice Department at Lindenwood University and frequently guest lectures at several other universities and training schools. Mr. Lowery provides law enforcement training on basic and advanced homicide investigation, interview and interrogation, crime scene, cold case investigation, and multi-jurisdictional case management.

Mr. Lowery is a Past President of the International Homicide Investigators Association, and currently serves on the Advisory Board. As a former member of the Board of Directors he personally directed IHIA grants and led National initiatives funded by the United States Department of Justice on Missing and Unidentified Persons and basic homicide investigation training. He was recently appointed by the Board of Directors as the Training Coordinator to oversee regional and international training efforts on behalf of the organization. He is an original member of the Board of Advisors of “Team Adam” for the National Center for Missing and Exploited Children (NCMEC) and additionally serves on the selection committee for “Team Adam” consultants. He formerly served as a working member of the Child Abduction Analysis Team (CAAT) for the FBI's National Center for the Analysis of Violent Crime (NCAVC) in Quantico, Virginia.

Mr. Lowery and his wife, Heidi, have three children and live in the St. Louis area.
